Secretariat

The Secretariat of British Chamber of Commerce Vietnam, started as a luncheon club in 1991, was first licensed in 1998 as the British Business Group Vietnam (BritCham Vietnam). We were the first ever Foreign Business Group to obtain formal recognition in Vietnam. The BritCham Vietnam has now evolved into the British Chamber of Commerce Vietnam which is affiliated with the British Chambers of Commerce in the UK and around the world.

Today, we are a community of more than 500 members, whose names mean world class reputation. The Secretariat is a dynamic and professional team, who are dedicated to promote our members’ business interests in Vietnam, through various business, social, charity and advocacy events and activities.

very year, the team works hard to secure funds for charity. Over the history of our operation, the Secretariat has raised more than VND 20 Billion to support education, healthcare, people at disadvantages, and wildlife protection. Our tradition of giving back to the community is something we honour and will keep working on.

    It has been 3 years since the roadmaps for the adoption of International Financial Reporting Standards (IFRS) and the development of Vietnamese Financial Reporting Standards (VFRS), built on the foundation of IFRS, were introduced by Ministry of Finance, in Decision 345/QĐ-BTC on 16 March 2020. What has changed since then? The “IFRS Readiness report and VFRS Journey” webinar, with Deloitte expert guest speakers, will provide the latest updates on this topic of interest. The webinar will report on the progress of VFRS development and its implication for Vietnamese enterprises. At the same time, our experts will share market insights based on the result of the survey “Readiness assessment on IFRS adoption 2020-2021”, which was conducted by Deloitte, with the support of HOSE and HNX and the participation of hundreds of Vietnamese enterprises.

    A review of the options available and the legal and regulatory reform required for increased private sector investment in Vietnam’s grid.

    Description

    Following the completion of a UK Government technical assistance programme which has assessed the options available for enabling private sector investment into Vietnam’s grid, this webinar will present the research team’s report and findings.

    Consultants from Pioneer International Consulting and lawyers from VILAF will present on:

    1. Analysis of Viet Nam’s transmission and distribution networks and the existing legal framework for grid development.
    2. Review of international models for private sector investment in grid infrastructure.
    3. Assessment of options suitable for Vietnam.
    4. Legal and regulatory change required to implement the first project under a new model in Vietnam.

    The report will include research to assess:

    (i) options available for promoting increased private sector investment into Vietnam’s transmission grid and

    (ii) the legal and regulatory reform required to implement the recommended options.

    This report will be published and the UK Embassy will submit to the Vietnamese Government for consideration.

In this regard, the VNTR covers the 9 mandatory topics required by ATIGA Article 13 and has a specific focus on non-tariff measures (NTMs) based on ASEAN Free Trade Agreements (FTAs).

    This will be a free-to-access online information platform that provides all the latest trade regulations and information that businesses need to export and import to and from Viet Nam. The VNTR will contain important information, such as preferential tariffs under FTAs which Viet Nam is a party to, Rules of Origin for each commodity under different FTAs, NTMs applied to imported – exported goods, as well as trade and customs related laws and regulations, etc. which are searchable through a search function using the Harmonized System (HS) Codes.

    The VNTR is scheduled to be launched shortly and will continue to be updated with latest information and data to best serve the business community, both inside and outside Viet Nam, for an improved business environment.

    Vietnam is rapidly developing and currently ranks first among emerging logistics market. The country’s logistics industry has been boosted by the country’s booming GDP, rising manufacturing, and e-commerce sectors.     Viet Nam’s Ministry of Industry and Trade (MOIT) is developing the Viet Nam National Trade Repository (VNTR) with support from the UK Government that will be linked to the ASEAN Trade Repository (ATR) (https://atr.asean.org) and be congruent with requirements under the ASEAN Trade in Goods Agreement (ATIGA). In this regard, the VNTR covers the 9 mandatory topics required by ATIGA Article 13 and has a specific focus on non-tariff measures (NTMs) based on ASEAN Free Trade Agreements (FTAs).

    This will be a free-to-access online information platform that provides all the latest trade regulations and information that businesses need to export and import to and from Viet Nam.     BritCham Vietnam Sector-Focused Webinar: Supporting Industry

    Vietnam has undergone a substantial change in its economic structure in the last decade, shifting from agriculture to the industry and services sector. Since 2006, the service sector has had the highest share in the GDP distribution, followed by industry and construction, and agriculture.

    The supporting industries focus on the supply of raw materials, spare parts, and components to manufacturing industries, thus becoming a substantial determinant of the industrialization process of Vietnam. With the potential of becoming “the next Asian manufacturing hub”, driven by an abundant labour force and low labour cost, the FDI capital inflow into Vietnam in 2021 reached US$31.15 billion, with 58.2% going towards the manufacturing and processing sector.

    However, to maintain the FDI interest in middle and long-term local investments, it is crucial to develop a sustainable supporting industry system by increasing the localization rate and maintaining a stable supply of raw materials, components, and spare parts for the industrial sectors. High dependence on imports for the supporting industries, will lead to higher risks and increase the costs for enterprises.

    Since the beginning of 2020, the Covid-19 pandemic has severely disrupted schools across the globe. According to UNICEF, around the world schools are closed for 77 million students. Vietnam, having had a very quick response to contain the pandemic as well as having the 3rd fastest vaccination roll out program is struggling to open up its schools again and bring students back to face to face learning. Students are now subjected to inconsistent Covid-19 regulations as each province sets its own rules. This is also in the knowledge that potentially lessons could be switched back to learning online if another outbreak occurs.

    This causes educational institutions huge challenges on how they can assure education continuity throughout theses periods of uncertainty sand added regulations, with students potentially switching from online learning to hybrid, to offline learning once their area is Covid free..

    The first webinar “Integrating Responsible Business Conduct to Create a Resilient Garment Industry” will include a brief presentation of the OECD’s Garment & Footwear Due Diligence Guidance (which will be launched in Vietnamese during the webinar), how it can help Vietnamese businesses become more resilient and future proof their place in the global supply chain.

    COVID-19 has amplified the voices from many stakeholders on the importance of rethinking global supply chains. Adopting Responsible Business Conduct (RBC) standards can help businesses become more resilient when exposed to Global Value Chains (GVC) disruptions. Responsible Business Conduct (RBC) means integrating and considering environmental and social issues within core business activities, including throughout your supply chain. A key element of RBC is risk-based due diligence – a process through which businesses identify, prevent, and mitigate their actual and potential adverse impacts on people and planet – and account for how those impacts are addressed.

    Background:

    Viet Nam has emerged as one of the leading textiles exporting countries worldwide in recent years, becoming the fourth apparel exporting country in 2019 (by value – 30.6 billion USD). The Vietnamese garment and footwear industry accounts for 16% of the country total exports, employs 2.5 million workers. The growth of the garment and footwear sector was also boosted by Viet Nam’s increased integration into Global Value Chains (GVCs), through the coming into force of a number of trade agreements, including, the Progressive Agreement for Trans-Pacific Partnership (CPTPP) (2019), the EU – Viet Nam Free Trade Agreement (EVFTA) (2020), or the UK –Viet Nam Free Trade Agreement (UKVFTA) (2021).

    However, the COVID-19 crisis has exerted a substantial toll on economies and societies. Worldwide, general and targeted lockdown measures were implemented to contain the outbreak, which paused sections of the global economy, resulting in global trade declining by over 15% in the first half of 2020. These disrupted GVCs, leading to business closures, insolvencies and increased unemployment rates, and this perhaps nowhere more so than in the garment & footwear sector.

    In Viet Nam in particular, the initial impact of GVC disruptions has been twofold. First, Viet Nam’s economy experienced falling international demand for manufactured goods, which placed manufacturers in difficulty for meeting their wage bill as orders were cancelled or not placed. Second, the disruption of GVCs interrupted Viet Nam’s material imports, so there would be difficulty fulfilling even those orders that were placed.

    As Viet Nam’s garment and footwear sector recovers from the Covid-19 impact, adopting and integrating RBC standards throughout the sector is the key to unlocking future opportunities outside of the context of the pressing and immediate risks posed by the pandemic.

    About The Responsible Supply Chains in Asia (RSCA) Programme

    The workshop is part of the Responsible Supply Chains in Asia Programme (RSCA), a partnership between the European Union (EU), the International Labour Organization (ILO) and the Organisation for Economic Co-operation and Development (OECD), funded by the European Union. In its latest discussion with COP26 President Alok Sharma, Vietnam has affirmed its goal to reach net-zero emissions in the near future, with a heavy emphasis on sustainable consumption and the green transition process in all economic sectors.

    This year, the conference will take place online over two half-day morning sessions:

    Target Audience: We expect 150 – 200 representatives from nonprofits, corporations, philanthropists, local media and the government to join our virtual sessions. Registered virtual conference participants will have access to:
