Việt Nam joins the Hague Apostille Convention: A meaningful reform backed by BritCham advocacy

    Vietnam’s accession to the Hague Apostille Convention marks an important step forward in administrative reform, simplifying cross-border procedures for public documents and supporting a more efficient international business environment. 

    Vietnam has officially completed the procedures to accede to the Hague Convention Abolishing the Requirement of Legalisation for Foreign Public Documents (the Apostille Convention). This development is expected to substantially simplify the authentication of public documents for use in other member states, replacing the current consular legalisation process with a single Apostille certification. 

    A strategic reform for global integration 

    The Apostille Convention accession underscores Vietnam’s ongoing administrative reform and commitment to deeper international integration. Once in force, this new mechanism will reduce time, administrative burden and costs for individuals and businesses requiring cross-border document recognition: from investment contracts and company filings to academic credentials and professional certificates. 

    As a long-standing advocacy proposal raised through BritCham’s participation in the Prime Minister’s Administrative Reform Advisory Council, accession to the Convention highlights the impact of constructive public–private dialogue in shaping regulatory reform that responds to real business needs in the UK–Vietnam economic corridor. 

    Within this process, a member of the BritCham Board proposed and participated in advisory discussions with Vietnamese authorities regarding accession to the Apostille Convention as part of the public–private dialogue on administrative reform. He brings extensive experience in legal and international investment matters in Vietnam. 

    This reform directly supports several key national objectives: 

    – Enhancing the ease of doing business by simplifying document procedures for international trade and investment; 

    – Facilitating talent mobility, enabling smoother recognition of professional and academic credentials abroad; 

    – Improving legal predictability and international compatibility, essential for investors and professionals operating across jurisdictions. 

    Moreover, the Apostille mechanism aligns with Vietnam’s ambitions to develop International Financial Centres. An internationally recognised and efficient framework for document authentication is a fundamental element of a credible and competitive financial ecosystem.

The Chamber remains committed to working closely with the Government of Vietnam to advance further administrative reform, strengthen institutional competitiveness, and promote an open, transparent, and investor-friendly economic environment.
