MINSITRIES RESPOND TO QUERIES RAISED AT ANNUAL VBF MEETING
Response from Ministries on the queries raised at the annual VBF meeting 06 May 2024 including BritCham issue, some highlight noted:
Foreign Labor:
Response from MOET: VBF requested MOLISA and MOET to reconsider current conditions for Work Permits (WP) for foreign teachers teaching foreign languages in Vietnam, suggesting that a teaching certificate should suffice, regardless of the teacher’s university degree faculty. MOET responded that this issue does not fall within their state management function, and therefore they have no comment.
Response from MPS: Work Permit and Visa Sponsorship: MPS will report to the competent authority to reconsider the inconsistency where the Person in Charge (PO) of a foreign entity is not recognized as a sponsor for a visa but can sponsor a WP. Temporary Absence Registration: MPS confirmed that foreigners are not required to register their temporary absence when traveling out of Vietnam during their visa validity.
Energy:
Regarding BritCham comments, MOIT is advancing legal frameworks to support Power Plan VIII and Vietnam’s decarbonization goals, including: Electricity Law Amendment; Offshore Wind Pilot Project: Development underway; Rooftop Solar Policy: Decree in progress to encourage self-consumption installations; Direct Power Purchase Agreements; LNG Power Development: Drafting a decree for LNG power projects.

VBF: CALL FOR ISSUES FOR THE UPCOMING POLICY DIALOGUE IN HCMC
VBF in collaboration with the Ho Chi Minh City People’s Committee will be hosting a policy dialogue tentatively scheduled for September in Ho Chi Minh City.
The dialogue aims to foster discussions and collaborations on critical issues across various sectors. Key topics will include infrastructure development, labor skills, high-tech development, sustainable energy, green technology transformation, digital transformation, tax & customs, and recommendations to enhance the investment climate.
We invited BritCham working groups and members to submit issues you would like to address using the enclosed template (in Vietnamese and English version).
VBF: DRAFT DATA LAW
MPS has recently released the Draft Data Law for public comment. The includes 7 chapters and 65 articles covering various aspects such as the development, processing, and governance of data; the use of science and technology in data processing; the National Integrated Database; the National Data Center; data products and services; state management of data; and the responsibilities of entities, organizations, and individuals involved in data activities. BritCham is seeking input on the draft law. Find the draft here.

On the morning of July 25th, a delegation from BritCham attended the state funeral of General Secretary Nguyễn Phú Trọng of the Communist Party of Vietnam and expressed its deepest condolences to the Communist Party, the Government, the people of Vietnam, and the family of General Secretary Nguyễn Phú Trọng on his passing.
In the wake of his passing, Mr. Tô Lâm, a Politburo Member and President, has been assigned to preside over the Central Committee, the Politburo, and the Secretariat, following the established regulations.
The passing of General Secretary Nguyễn Phú Trọng has created uncertainty and is expected to impact the political landscape in Vietnam. BritCham is closely monitoring the situation and will continue to provide updates and analyses to BCAC.
