By 2025, the growth rate of this sector was forecast to outpace the growth of Vietnam’s GDP.
In addition, the rapid adoption of e-commerce by the country’s young demographic has increased the demand for expansion in logistic services. Vietnam aims to develop itself as an export-driven economy. Vietnam has undergone a substantial change in its economic structure in the last decade, shifting from agriculture to the industry and services sector. Since 2006, the service sector has had the highest share in the GDP distribution, followed by industry and construction, and agriculture.
The supporting industries focus on the supply of raw materials, spare parts, and components to manufacturing industries, thus becoming a substantial determinant of the industrialization process of Vietnam. With the potential of becoming “the next Asian manufacturing hub”, driven by an abundant labour force and low labour cost, the FDI capital inflow into Vietnam in 2021 reached US$31.15 billion, with 58.2% going towards the manufacturing and processing sector.
However, to maintain the FDI interest in middle and long-term local investments, it is crucial to develop a sustainable supporting industry system by increasing the localization rate and maintaining a stable supply of raw materials, components, and spare parts for the industrial sectors. High dependence on imports for the supporting industries, will lead to higher risks and increase the costs for enterprises.

Viet Nam’s Ministry of Industry and Trade (MOIT) is developing the Viet Nam National Trade Repository (VNTR) with support from the UK Government that will be linked to the ASEAN Trade Repository (ATR) (https://atr.asean.org) and be congruent with requirements under the ASEAN Trade in Goods Agreement (ATIGA). In this regard, the VNTR covers the 9 mandatory topics required by ATIGA Article 13 and has a specific focus on non-tariff measures (NTMs) based on ASEAN Free Trade Agreements (FTAs).
This will be a free-to-access online information platform that provides all the latest trade regulations and information that businesses need to export and import to and from Viet Nam. The VNTR will contain important information, such as preferential tariffs under FTAs which Viet Nam is a party to, Rules of Origin for each commodity under different FTAs, NTMs applied to imported – exported goods, as well as trade and customs related laws and regulations, etc. which are searchable through a search function using the Harmonized System (HS) Codes.
The VNTR is scheduled to be launched shortly and will continue to be updated with latest information and data to best serve the business community, both inside and outside Viet Nam, for an improved business environment.

COVID-19 has amplified the voices from many stakeholders on the importance of rethinking global supply chains. Adopting Responsible Business Conduct (RBC) standards can help businesses become more resilient when exposed to Global Value Chains (GVC) disruptions. Responsible Business Conduct (RBC) means integrating and considering environmental and social issues within core business activities, including throughout your supply chain. A key element of RBC is risk-based due diligence – a process through which businesses identify, prevent, and mitigate their actual and potential adverse impacts on people and planet – and account for how those impacts are addressed.

Background:
Viet Nam has emerged as one of the leading textiles exporting countries worldwide in recent years, becoming the fourth apparel exporting country in 2019 (by value – 30.6 billion USD). The Vietnamese garment and footwear industry accounts for 16% of the country total exports, employs 2.5 million workers. The growth of the garment and footwear sector was also boosted by Viet Nam’s increased integration into Global Value Chains (GVCs), through the coming into force of a number of trade agreements, including, the Progressive Agreement for Trans-Pacific Partnership (CPTPP) (2019), the EU – Viet Nam Free Trade Agreement (EVFTA) (2020), or the UK –Viet Nam Free Trade Agreement (UKVFTA) (2021).
However, the COVID-19 crisis has exerted a substantial toll on economies and societies. Worldwide, general and targeted lockdown measures were implemented to contain the outbreak, which paused sections of the global economy, resulting in global trade declining by over 15% in the first half of 2020. These disrupted GVCs, leading to business closures, insolvencies and increased unemployment rates, and this perhaps nowhere more so than in the garment & footwear sector.
In Viet Nam in particular, the initial impact of GVC disruptions has been twofold. First, Viet Nam’s economy experienced falling international demand for manufactured goods, which placed manufacturers in difficulty for meeting their wage bill as orders were cancelled or not placed. Second, the disruption of GVCs interrupted Viet Nam’s material imports, so there would be difficulty fulfilling even those orders that were placed.
As Viet Nam’s garment and footwear sector recovers from the Covid-19 impact, adopting and integrating RBC standards throughout the sector is the key to unlocking future opportunities outside of the context of the pressing and immediate risks posed by the pandemic.
About The Responsible Supply Chains in Asia (RSCA) Programme
The workshop is part of the Responsible Supply Chains in Asia Programme (RSCA), a partnership between the European Union (EU), the International Labour Organization (ILO) and the Organisation for Economic Co-operation and Development (OECD), funded by the European Union. The RSCA works with partners in Asia to promote responsible business conduct in global supply chains.

In 2019, Britain became the first G7 country to pass net-zero emission laws, urging leaders worldwide to follow suit. As technological progress further advances and the cost of renewable energy has declined over the years, going green is no longer seen as a trade-off for economic growth, especially in Asian booming economies. In its latest discussion with COP26 President Alok Sharma, Vietnam has affirmed its goal to reach net-zero emissions in the near future, with a heavy emphasis on sustainable consumption and the green transition process in all economic sectors.
