    BRITCHAM  VIETNAM UNVEILS TECH WORKING GROUP AT ACCA DIGITAL FINANCE FORUM

    Ho Chi Minh City – 23 July 2025 – The British Chamber of Commerce Vietnam (BritCham) has launched its Tech Working Group, aiming to foster innovation and strengthen UK–Vietnam tech partnerships. The launch, held at the “Accelerating Vietnam’s Digital Finance Transformation” conference by ACCA Vietnam, underscores BritCham’s support for the country’s digital growth.

    BritCham Chairman Mr. Denzel Eades highlighted the Group’s strategic role in connecting global expertise and funding with Vietnam’s tech priorities. Co-chaired by Mr. To Quoc Hung (ACCA Vietnam) and Dr. David Salt (LOGIVAN Technologies), the Group begins with strong momentum of more than 80 members have already joined.

    This new initiative is the sixth pillar in BritCham’s influential network of Working Groups, joining established groups for Energy, Education, ESG, Professional Services, and Trade. Members interested in joining the Tech Working Group or any of our other Working Groups are invited to contact BritCham for further information.

    Draft Amendments to Environment and Agriculture Laws
    The Ministry of Agriculture and Environment (MAE) is seeking public feedback on draft amendments to 16 laws covering agriculture and environment. Notably, proposed changes to the Law on Environmental Protection focus on: (1) organisational restructuring aligned with the two-tier administrative system; (2) streamlining business conditions and procedures; and (3) addressing key implementation challenges such as environmental permits, wastewater discharge, GHG emissions appraisal, and the legal framework for a carbon market. BritCham invites members to share comments to help shape our collective submission.

    Advocating for Practical Implementation of New Joint Training Regulations
    On 17 July, BritCham, in partnership with the UK Embassy and British Council, hosted the “Joint Training Programs: Adapting to Vietnam’s New Regulations” webinar. The session attracted over 120 participants, including leaders from UK and Vietnamese universities, and explored the impact of Circular 07/2025/TT-BGDĐT, which requires at least 25% of joint program curricula to be delivered by foreign lecturers. Speakers shared practical insights on compliance challenges, including faculty recruitment, mobility, and program restructuring. BritCham will continue to follow up on this issue through its Education Working Group to support members and engage with regulators for practical implementation.

    As of 1 July 2025, foreign nationals residing in Vietnam are eligible to register for a Level-2 Electronic Identification (eID) via the VNeID mobile application, under a national initiative led by the Ministry of Public Security. This digital ID enhances access to public services, simplifies administrative procedures, and enables secure digital management of residence-related documentation. Registration is completed in person at designated Immigration Department offices, with processing times ranging from 3 to 7 working days depending on biometric data status.

    Ms. Nhi Le, Chairwoman of BritCham ESG Working Group and Head of Communications and Corporate Affairs at Unilever Vietnam, has been appointed to the Leadership Board of the National Plastic Action Partnership (NPAP), under Decision No. 2631 by the Ministry of Agriculture and Environment.

    LEGAL UPDATES

    NAVIGATING VIETNAM’S NEW PERSONAL DATA PROTECTION LAW – COMPLIANCE READINESS AND PRACTICAL IMPLEMENTATION

    Effective from 1 January 2026, Vietnam’s new Law on Personal Data Protection (PDPL) establishes a comprehensive legal framework governing the collection, use, and transfer of personal data. Businesses must prepare and submit impact assessments (DPIA/DTIA), obtain consent from data subjects, and appoint a Data Protection Officer (DPO) or establish a Data Protection Department (DPD).
    B2C sectors such as retail, banking, and healthcare are particularly impacted due to their direct handling of customer data. While exemptions may apply to smaller businesses, they are subject to strict conditions. Non-compliance can result in significant penalties of up to 5% of annual revenue or VND 3 billion (approx. USD 120,000).
