  • Dear BritCham members, partners, and friends,
  • August has been a dynamic month for BritCham Vietnam, marked by high-level policy advocacy, strategic bilateral business exchanges, and vibrant community celebrations. 
  • Financial Cooperation Engagement with MOF (26 August)
  • On 26 August 2026, BritCham held a Meeting with Ministry of Finance (MOF) Vice Minister Nguyen Thi Bich Ngoc and representatives from various MOF Departments to discuss key issues in the financial sectors and explore areas for further collaboration
  • BritCham raised the need to develop domestic institutional investors in the stock and bond markets; pension funds; the market upgrade process; healthcare financing and patient support program to improve patients’ access to innovative treatments;
and more affordable life-insurance products that can reach a broader proportion of Vietnam’s population, etc. MOF proposed to pursue further cooperation in four key pillars.  Both sides agreed that the next step is to turn these into technical meetings to discuss specific key issues such as capital-market development, healthcare financing and the operational development of the VIFC.
BritCham Delegations Engage with Deputy Prime Minister Nguyễn Văn Thắng on Key Economic Reforms In August 2026, senior BritCham delegations, featuring leaders from Prudential, Standard Chartered, HSBC, AstraZeneca, ACCA, the Tony Blair Institute, and Frasers Law, joined two Meetings chaired by Deputy Prime Minister Nguyễn Văn Thắng on:
  • Tax & Customs Modernisation (8 August): Addressed corporate and personal income tax, land-use tax modernisation, procedural standardisation across sectors, and automated, risk-based data management to reduce compliance costs.

  • Credit Access & Financing (10 August): Discussed lending constraints and energy sector financing with government and banking leaders, focusing on lowering financing costs, targeted support for viable businesses, and flexible, data-driven lending models.

———————BRITCHAM ADVOCACY & BILATERAL DIALOGUES———————

Consultation on the Draft Law to Amend the Law on Investment (17 August) BritCham participated in the Ministry of Finance’s consultation session regarding draft revisions to relax market access conditions and remove foreign ownership restrictions across 11 key sub-sectors, reinforcing foreign direct investment (FDI) inflows. The draft is slated for National Assembly review in October 2026.  UK–Vietnam High-Level Conference on Fintech 2026 (12 August) Organised by the British Embassy in Hanoi, the conference welcomed H.E. Iain Frew (British Ambassador to Vietnam), Madam Phan Thi Thang (MOIT Vice Minister), and H.E. Martin Kent (HM Trade Commissioner for APAC). Key discussions highlighted the UK Financial Conduct Authority’s digital asset frameworks, open finance infrastructure, and cross-border commercial links. 
VBF Consolidated Comments on the Draft Data Security Law:  BritCham collaborated with the VBF Digital Economy and Banking Working Groups to compile and submit industry recommendations to Drafting Committee A05 (Ministry of Public Security).

Commonwealth Charity Garden Party 2026 (22 August): Held at BIS HCMC, members and families enjoyed live jazz, lawn games, and community engagement, raising vital proceeds for the BritCham Charity Fund. 
The Annual Loseby Lecture: Legal practitioners, scholars, and corporate leaders convened in Hanoi and Ho Chi Minh City for comprehensive discussions on recent legal updates and governance best practices.

Vietnam’s latest regulatory reforms create new opportunities and obligations for businesses and investors in the energy and construction sector. There also have been many other relevant changes over the past year.  The DPPA framework expands access to renewable electricity, particularly for energy-intensive sectors.
